Tenets of The V1 Project published in ‘Aviation Week’ letter.

V1’s recent letter to the editor published in Aviation Week & Space Technology magazine, (Aviation Needs New Balance, AW&ST, April 13 2009, p.10) argues why aviation infrastructure must be re-defined as a “ubiquitous utility and a tradable commodity”.  The letter reflects the tenets which are constructed in The V1 Concept of Air Transportation Management.

V1 was responding to an article written by AW&ST Senior Transport Editor Adrian Schofield. (Common Cause, AW&ST, March 23 2009, p.26). Mr. Schofield’s article reported how the European Civil Air Navigation Services Organization (Canso) is faced with a tax revenue shortfall for maintaining aviation infrastructure services as air carrier operations have dwindled during the global recession. While Canso argues that it must increase the schedule of taxes levied on services, European air carriers have countered that they cannot afford any increases in fees. The air carriers recommend instead that Canso spread the shortfall of revenue over several years through various accounting practices. V1 counters the solutions by both groups by suggesting that the only process which will allow centrally planned and operated aviation infrastructure capacity to match the nimble flexibility of free-market seat and freight capacity will be to also place aviation infrastructure capacity into the free market.
